Yeah, "enhanced earnestness" is my read on the perceived advantage. Maybe for longer topics where you feel more comfortable with a delayed arrival, like tax reform which will take a while, it may be worth it for the extra oomph. But for stuff that needs to move quickly, it's not worth it in my opinion.
